TOTAL VOTING RIGHTS
In conformity with the Transparency Directive`s transitional provision 6,
BHP Billiton Plc announces the following:
BHP Billiton Plc`s issued capital, including treasury shares held by BHP
Billiton Plc, consists of 2,400,862,002 Ordinary shares of US$0.50 each. Of
these, 25,420,000 Ordinary shares are held in treasury by BHP Billiton Plc
at the date of this announcement and therefore the total number of voting
rights in the Company is 2,375,442,002.
The figure of 2,375,442,002 Ordinary shares may be used by shareholders to
calculate if they are required to notify their interest in, or a change to
their interest in, the share capital of BHP Billiton Plc under the FSA`s
Disclosure and Transparency Rules.

At the date of this announcement BHP Billiton Limited holds 17,150,000 of
the Ordinary shares in BHP Billiton Plc.
On 18 January 2007 a total of 67,285,000 Ordinary shares held by BHP
Billiton Limited were cancelled. The cancellation of these shares was
approved at the Annual General Meeting of BHP Billiton Plc held on 25
October 2006 and at the Annual General Meeting of BHP Billiton Limited held
on 28 November 2006.
